Director of Monitoring and Evaluation Job in Nigeria

Job Title: Director of Monitoring and Evaluation

Job Summary

  • The Director of Monitoring and Evaluation provides leadership in all monitoring and evaluation (M&E) and research activities for HSCL.
  • S/he will be responsible for developing and implementing a comprehensive monitoring and evaluation framework that aligns with program objectives and USAID Health Systems Strengthening (HSS) requirements.

Key Responsibilities

  • Design and oversee the implementation of an M&E framework tailored to healthcare financing and human resources for health that aligns with USAID and project objectives.
  • Conduct regular assessments and impact evaluations to measure the effectiveness of healthcare financing reforms and human resources initiatives.
  • Use data and feedback from M&E activities to recommend improvements in project strategies and operations.
  • Facilitate learning and knowledge sharing across project teams and stakeholders.
  • Provide data-driven support and recommendations for policy development and strategic decision-making related to healthcare financing and human resource policies.
  • Ensure timely reporting from partners regarding health financing activities.
  • Compile and disseminate information on best practices and lessons learned in health systems strengthening management.
  • Provide capacity-building activities on monitoring and evaluation specific to health systems strengthening to relevant stakeholders, including government bodies and healthcare organizations.

Requirements
Education:

  • MBBS / MD or similar Degree with 7 to 9 years relevant experience with at least 5 years progressive experience in project-level or state/national-level Monitoring and Evaluation in large health systems strengthening programs at the national or international level.
  • MS / MA in Demography, Economics and an MPH or similar degree with 7 years of relevant experience in project-level or state/national-level Monitoring and Evaluation in large Health Systems Strengthening (HSS) programs at national or international level.
  • Familiarity with Nigerian public sector health systems and NGOs is required.
  • Sound practical knowledge of statistics and the use of statistical software.
  • Proven experience in project development, planning and facilitating technical training. 
  • Familiarity with the Nigerian public sector health system and NGOs required.

Desired Competencies:

  • Knowledge of health and development programs in developing countries in general and Nigeria specifically.
  • Sound knowledge and experience regarding M&E, statistics and quality assurance/quality improvement, and their specificities for developing countries.
  • Minimum of 10 years of professional experience in M&E, with significant experience in health sector projects, particularly in health systems strengthening organizations
  • Demonstrated expertise in quantitative and qualitative research methods, data analysis, and reporting.
  • Experience managing M&E for USAID-funded or other international development projects.
  • Strong leadership skills and experience in capacity building and team management.
  • Excellent communication skills, both verbal and written.
  • Ability to represent HSCL to donors, government officials, stakeholders, and the NGO community.
  • Ability to manage tight deadlines and deliver high volumes of work with minimal supervision.
  • Proven ability to leadership skills.
  • Proficiency in Microsoft Office applications such as MS Word, Excel, PowerPoint and Power Bi.
